News Coverage of the Conference
23rd Arab Regional Conference for Girl Guides kicks off in Abu Dhabi
The conference, organised by the UAE Girl Guide Association (UAEGGA) in cooperation with the World Association of Girl Guides and Girl Scouts (WAGGGS) Arab Region, bears the slogan “Together we thrive”, and is being held under the patronage of H.H. Sheikha Fatima bint Mubarak, Chairwoman of the General Women’s Union (GWU), Chairwoman of the Supreme Council for Motherhood and Childhood, Supreme Chairwoman of the Family Development Foundation (FDF).
In addition to the UAE, a number of Arab countries are participating, including Jordan, Bahrain, Tunisia, Algeria, Syria, Sudan, Oman, Qatar, Kuwait, Lebanon, Libya, and Egypt, in addition to representatives of the WAGGGS.
The conference will witness the election of the new Arab Regional Committee for Girl Guides and a review of the Arab regional strategic plan, as well as a discussion of the developments made at the regional level by reviewing the regional report for the triennium. The round-table will also witness a review of the initiatives of the world association, the future direction of the global strategic movement, in addition to various other topics related to the regional guiding movement.
In 1988, the UAE had only a few schools and Emiratis were mostly sent abroad for further education.
But Sheikha Fatima, who is also head of the Girl Scouts initiative, supported the project with a firm belief that it would lead to the progress and development of women in the UAE.
Encouraged by Sheikh Zayed, who travelled as far as Ras Al Khaimah to attend their events along with rulers from other Emirates, Emiratis began sending their daughters to join the group in the hopes it would equip them with the skills they would need in the future.
“We were elated,” said Shaikha Al Jaberi, member of the Emirates Girl Guides Committee.
“Whenever there was any event or activity, they would immediately send their daughters. They wanted their daughters to be independent and to have strong personalities.”
Young girls learnt how to tie different kinds of knots, how to start fires without matches and other skills that endowed them with a sense of independence and self-sufficiency.

Adel and the team were kept busy on-site with Arabic-English simultaneous interpretation, with the ongoing need to provide PCR test results a frequent challenge. Several other projects were completed during short breaks from EXPO and we shall report more about these in a future article.

The campaign aims to bring relief to thousands of expats who have either overstayed their visas or who have fallen foul of the law through a series of misfortunes – often outside their own control.
The Abu Dhabi government portal provides details of the initiative:
The “Protect yourself by modifying your status” initiative, which has since received spectacular media coverage, was officially introduced to local and international media through the 25 July media briefing – which Adel was privileged to attend in order to conduct Arabic-English interpretation services.
Brigadier Saeed Rakan Al Rashdi, Acting Director-General of Foreigners Affairs and Ports Department at FAIC
Following the media briefing, one of the local news media reported on it as follows:
“Brigadier Saeed Rakan Al Rashedi, Director of Residency Affairs at the Federal Authority for Identity and Citizenship, said in a media briefing that applicants will receive their exit clearance a day after they submit their applications.
Brigadier Al Rashedi urged visa violators to take advantage of it as amnesty allows illegal residents to leave the country without paying fines or regularise their residency status.
“This is a great opportunity for illegal residents to avail the facility of rectifying their status legally during the amnesty period or leave the country without paying fines,” Brigadier Al Rashedi said.
He asserted that the authority has provided all kinds of arrangements to facilitate the amnesty seekers in the country and encourage illegal stayers to come forward and avail the benefits of the initiative.
The initiative aims to make the “Emirates free from violators”.
Brigadier Al Rashedi also clarified that the initiative includes all kinds of residency rules violators — those who overstayed, fled from their company’s sponsors or homes.”

The Symposium was held at the start of UAE’s “China Week”, an event the country hopes to host annually.
The ECSSR listed some in-depth information on China week – and the Symposium – on its website:
Overview of the Symposium (Courtesy of the Symposium’s Program):
“UAE-China relations provide an inspiring model for relations between friendly countries because they are not only comprehensive, diverse, and not limited to a particular aspect, including political, economic, cultural, military, and defense dimensions, but there is also a strong political will to support these relations, contributing to the interests of the two nations.
The great economic and development potential of the United Arab Emirates and the great capabilities of China offer various opportunities for bilateral cooperation. At the same time, the political understanding between the two countries, embodied in identical visions of regional and international issues, makes them two active pillars in the efforts to maintain peace and security in the region and the world.
The continuous development of UAE-China relations, which have been translated into an increase in mutual trade and investment; and the development of bilateral cooperation in the areas of energy, infrastructure, trade, investment, and space, reiterates that these bilateral relations are ready for a new and more advanced stage. This new stage will reflect the aspirations of the leaders of the two countries to strengthen their comprehensive strategic partnership.”

View from the Interpreter’s booth in-between sessions
The ADIPEC website gives some mind-blowing statistics on the size of the conference and exhibition and we invite you to take a look:
Surprizingly, the event does not seem to have received the coverage it deserves in the mainstream media, but Gulf News covered some aspects:
“Adipec was attended by top executives from Saudi Aramco, BP, China National Petroleum Corporation, Total, Pemex, among others apart from energy ministers from UAE, Lebanon, Pakistan, Egypt, Oman, Bahrain and Sudan.”
Adel gratefully accepted the challenge to perform at optimum level and was satisfied that he put every effort into delivering the critical and strategic speeches at a high level of excellence.
The pressure on an interpreter at an event of this scope is immense – this is not a job for the faint-hearted – and we look forward to Adel providing us with some insights on how simultaneous interpreters cope (and thrive) on the job.
A special word of thanks to Antony at Simtran for the opportunity to participate in the event.

Creative Leadership and Innovation Course, Dubai
Life has its lighter moments, even in the life of an interpreter (which can become a stressful swirl of technical jargon at times) and it was refreshing for Adel to participate in a program designed to stimulate creative thought and innovation.

Despite the seemingly “fun” aspect of such a course, the demands on the Interpreter still remain high, with a need to remain creative – so as to facilitate communication in a way that will complement the program.

The inaugural session was attended by His Excellency Dr. Abdullah Mohammad Belhaif Al Nuaimi, Minister of Infrastructure Development; His Excellency Abdullah A. Delivering the keynote speech, the Chairman of the International Road Federation highlighted the role of IRF, which was established in 1948 to assist in rebuilding Europe’s road infrastructure following World War II. He also said that IRF has launched a number of programmes to assist engineers and technicians develop their knowledge and technical skills. He also said that more than 1,400 engineers from 118 countries were trained by the Federation. Al Mogbel further said that the number of autonomous cars will reach 15% of the total by 2030, which will require upgradation of the road infrastructure. The IRF, he said, can provide the technical knowledge required for supporting this change.
Anthony Foxx Former US Secretary of Transportation, who was the conference keynote speaker, praised Dubai’s infrastructure and its roads as well as its mobility solutions. He also threw light on five challenges that the mobility landscape faces – inter-city goods transportation, climate change, technology usage, the impact of technology, and governance for solving traffic problems.
Sheikh Ahmed honoured the sponsors of the events, as well as Anthony Foxx at the event.
Trade Arabia commenting on the first day of the Congress:
A total of 200 speakers from 50 countries are set to take part in the first Mena Congress and Exhibition of the International Road Federation (IRF) opening today (October 29) in Dubai, UAE.
Being held under the theme “Mobility Solutions for the 21st Century”, the event is considered one of the key road-specialist events, and will convene at the Dubai World Trade Center for the first time in the Mena region. The opening ceremony will witness the honouring of sponsors and the keynote speaker.
The Congress, which is hosted by the Dubai Roads and Transport Authority (RTA), will see the participation of specialists and experts from all over the globe sharing expertise in an array of discussion panels. More than 100 papers will be presented, and 200 speakers will deliver speeches.
Fifty sessions will be held to discuss a whole host of fields relating to innovations in smart cities, designs of road safety and smart transit systems, assets and pavement management, partnerships and finance, and issues relating to the environment and sustainability. At the sidelines of the Congress, an exhibition spanning more than three thousand square meters will be held where 70 exhibitors will take part.
“Staging this global event in Dubai is a global endorsement of the confidence reposed by international entities in the high profile of the UAE and its ability to host international events. It is also signals a recognition by the IRF of the massive efforts of the Dubai Government in nurturing the best infrastructure of roads network in the Emirate,” said Mattar Al Tayer, director-general and chairman of the RTA.
Infrastructure
“RTA is exploring the possibility of operating autonomous vehicles on pavements and crossing side roads guided by hi-tech dedicated light traffic signals. It seeks to implement this pioneering global experience for crossing side roads by autonomous vehicles through signalised crossings dedicated to these vehicles. An MoU will be signed during the Congress heralding the first experience of its kind worldwide in terms of using technology and customising the infrastructure to the crossing of roads by autonomous vehicles,” said Al Tayer.
“Over the past decade, the Dubai Government has spent about Dh90 billion ($24.5 billion) for upgrading the infrastructure of roads and transport network in the Emirate, including Dh60 billion for roads sector. Accordingly, the total length of roads network in the Emirate has soared from 8715 lane-kilometre in 2006 to 13594 lane-kilometre in 2016.
“During the same period, the number of lanes crossing the Dubai Creek has jumped from 19 to 48 recording 153% rise. Examples of vital roads network projects include the construction of the 13-lane Business Bay Crossing, replacing the old Al Garhoud Bridge by a 14-lane crossing, constructing the 6-lane Floating Bridge using military technology, and increasing the number of lanes of Al Maktoum Bridge to 11 lanes,” he added.
Abdullah Al Mogbel, chairman of the IRF, said, “For centuries, roads had been the world’s first “social network” providing essential human and economic development. At the International Road Federation, we have tried to capture the connections between roads and trade with a simple slogan “Better Roads. Better World.” The roads we are designing and building today are durable assets. They would serve an increasingly diversified range of uses and vehicles. Events such as these supported by multi-stakeholder platforms, like IRF are essential to achieve a cross-industry consensus around essential questions.”
“IRF and Dubai RTA share a common vision of roads and mobility at the service of a longer-term agenda of growth and sustainability. It is with this shared spirit that we have worked together to develop this program, and that we would continue to further our agenda of constructive engagement around mobility solutions for the 21st century,” added Al Mogbel. – TradeArabia News Service
